Liverpool are currently the most successful team in the history of English soccer, and have more trophies than even the now dominant Manchester United. More recently Liverpool have failed to achieve much success in the league, and although they have won domestic and European honors, the premiership title has consistently eluded them for nearly 20 years now. Whether Liverpool can continue to be one of the top teams in England or whether they will eventually become mediocre remains to be seen.
Liverpool are owned by two American businessmen, which has caused a lot of turbulence at the club over the last few years. The Americans are definitely both vocal about their opinions, and also don't often agree on the best way of doing things. This has lead to managers, players and fans alike worrying about the future of the club, as the situation seems to be untenable. Whether one or the other of the owners will takeover the club, or if both will eventually sell isn't clear, although one of these outcomes would likely be best for the club overall.
Liverpool have been the perennial fourth best team in England for a number of years now, falling in line between Chelsea, Arsenal and Manchester United. This is as much a sign of Liverpool's lack of progression as it has been the development of the other teams over the years. Liverpool last won the league in 1990, and since then have always been a step behind the other contenders. Whether Liverpool can eventually catch up with the other big teams or whether they will eventually slip further back into the pack isn't clear, although the latter seems more likely.
The main reason that Liverpool have struggled to break away into the top three recently is the fact that they have less money than the other big three teams. Chelsea have the bottomless pockets of their owner Roman Abramovich accessible to buy whoever they (or he) wants. Manchester United have a global fan base and are dueling with Real Madrid for the title of the richest club in the world. Arsenal on the other hand have never spent much on big name players, and instead turn a tidy profit from Arsene Wenger's development and sale of young talents.
Liverpool instead of having access to a wealth of finances have two bickering owners and little money left over each year (relatively to the other top clubs) to spend. The manager is still given tens of millions to spend each year on players, but this isn't always enough in today's game to build a title winning side. Until Liverpool
