Learning starts at home, so does education. Education is not just being "bookish". It involves a whole lot of growth in all phases of life. And "homework" is an additional channel to it.
I believe that "homework" should be introduced by the parents before the teachers introduce them at school. This way, when the actual "homework" starts at school, the child is aware of the idea and is not scared or irritated by it. Parents spending quality time on the age relevant books with a child, letting the child know that certain amount of quite time should be allocated every day for learning, makes the word "homework" more welcoming by the child. The child will eventually understand that "homework" is the process of continuation of learning in methodical way and not something that should be forced upon.

At 4 years, our children are ready to be introduced for some "disciplined" time allocated for learning everyday. Parents, knowingly or unknowingly, have started on the "homework" side at the home front by introducing the child to the colors, shapes, expressions, relations, nature, etc. Only that now the term "homework" will be used. Before they actually head to the school, everyday a time can be set for them to sit quietly and calmly(with no shaking hands, no shaking legs), trying to get their concentration, making them do stuffs that makes them creative and thinking. With their age, the span of their concentration will also increase. During the initial years, parents need to sit with the children for the initial few minutes to guide them with their tasks and let them know of the simple rules of "homework". And gradually leave the children in their artistic world. As the children keep growing, the parents may no more sit with the children during homework time, but sure can be caring enough to find out about the topic and the status.
Topics:
Upto the age of 6, the topics will vary and will focus on activities that draws the interests of the child, builds more curiosity, restrain from physical movements and ask many questions. Though the big words like "Science", "Math", "Social", "Language", "Grammar" may not be used, the nature of such subjects can be introduced. At the age of 6, the subject names and their relevant study will make more sense to them. Now is the time when "school homework" will be introduced.
