into perdition.
The beast that was and is not, is the seventh king and his progeny' or influence sponsors the eighth authority.
[12] And the ten horns which thou saw are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
Ten kings (leaders) who follow the beast will be given authority to rule on earth as kings for one hour (not literal).
[13] These have one mind, and shall give their power and strength unto the beast.
[14] These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.
These kings have one purpose to obey the beast and to support his quest for power, and they will oppose the Lamb of God and the faithful who stand with him.
[15] And he said to me; the waters which you saw, where the whore sits, are peoples, and multitudes, and nations, and tongues.
[16] And the ten horns which you saw upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
The confrontation between the Lamb and the faithful against the kings will result in devastation and the kings will turn against the beast for its betrayal of them.
[17] For God has put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
This basically states that this episode was a military manoeuvre instigated by God for the kings to follow the beast; this shows that God commands the situation.
[18] And the woman which you saw is that great city, which reigns over the kings of the earth.
The Great City; Babylon?
I feel that the Great City could represent a mighty religion with many waters (many different people from all nations).
From here arises the authority of the beast (and it sits on its back) giving it authority over all the earth.
A false religion.
