The thing with a genocide is that it cannot happen without a degree of consent from the rest of the people in the immediate area. For instance if you decided to try and kill all of the Mexicans you would need the implied consent of the people around the Mexicans, force alone is not enough to allow a genocide. So one thing that you need to do is prevent the consent from hapening, this is done by informing the people. The next thing a genocider needs is a machine by which to process the people he, or she, wishes to commit genocide upon. Machines require logistics, so keeping resources away from the genocider will prevent his genociding. As a final solution you could beat the genocider to it and kill everyone, no more people no more genocide, but that is kind of impractical for what I hope are obvious reasons.
The most infamous genocide in recent history shows us that generally speaking people did not know it was happening. Although at the same time there were many cases of people that knew but did not want to do anything about it, for instance those who denied the victims safe haven. This was the result of an ill informed public. They were ill informed most obviously about the nature of the activities taking place, they did not know it was happening. However the second misinformation is the more sinister, they were made to believe that they should not care it was happening. This we can see in even modern examples of genocide, the common masses of people in what is reffered to as the modern industrial civilization know of at least 3 genocides taking place at this juncture, but are lead to believe that they should not care, either because of place, race, or religious beliefs. The reason that they are able to believe that they should not care about such things as genocide in far flung places, or to unfortunate races, or of disagreeable beliefs, comes down to those groups being different than themselves. If the media really wanted something to be done about a current genocide taking place right now, they would focus on how the victims of the genocide are in the end human beings of all walks and beliefs. Everyone is a victim of genocide because it decreases diversity and evolution is the product of diversity.
Now that we in theory have committed ourselves to acting against this genocide, real or hypothetical, we need to know what can be done to stop it. In most cases genocides are carried out by militaries, its not surprising since it requires force and its greatest
