All forms of tax should be fair and just .The user should always pay the cost of the facility. It therefore follows that if you use the highways of Connecticut you should pay towards the cost of their upkeep.Tolling however should not lead to congestion and should be electronically controlled by direct charge related to vehicle registration.This form of funding works well in London UK although they call it a congestion charge it is related to road usage in areas of London.The toll proceeds must also be linked to road maintenance and new road works to release capital now tied up in these projects for other purposes. Thus ensuring tax payers money is used for the common good of Connecticut citizens and not just the motoring fraternity.
Connecticut's money problems will be solved over a period by relating the toll charge to the revenue shortfall equated by the traffic volumn . An efficient road network reduces congestion ,ensuring state workers are in their place of work on time, less stressed and therefore more efficient. These factors apply to all road users in the region more productivity more income equates to more revenue for the state.
People outside the State could purchase an electronic card on entering the State .This would be similar to those used in many states and throughout the world. The fact that it is used so widely proves that it is one of the easiest forms of revenue gathering for a specific purpose.The policy makers of Connecticut must ensure that any revenue raised by this method must be channelled into the highway fund and its expenditure must be transparent.
