While the rating system is good by and large, your article's rank is not truly indicative of it's quality all of the time. It's also not a good idea to look at an article that is ranked last out of three and think to yourself, this article is pretty rubbish. I need to revise it. The fact is that it's hard to gain a good rank when there's only three submissions to a title and the other two might also be quality articles. However, it should be said that you have nothing to lose by attempting to leapfrog an article that is ranked last in an attempt to improve it and your score.
Below, some of the times you should care about a low ranking are listed:
1) If an article is ranked 38/40, it is time to try and work out what you did wrong and make an effort to improve it's ranking. While your article might not deserve it's rank and it could have got there by people not reading what they're rating, it's still a good idea to try revising some parts of it or just re-leaping the same article. At the end of the day, no piece of writing is absolutely perfect. Also, the reason for a low ranking could be something as simple as an unappealing first paragraph. The first paragraph and even the first sentence often turn readers away because their initial impression was that the writing is poor or that it doesn't catch their interest, so they cannot be bothered reading more.
2) If your writing score is low and it's denying you the coveted writing stars, then it's also time to care about the rankings of articles. The writing stars are a sign of peer recognition (even if high rankings aren't always indicative of quality) and respect, plus the amount you have influences your earnings potential. There is nothing to lose should you have no stars by leaping and besides; it should help improve your writing skills. It also helps show where you went wrong with the previous version if an article that's leaped receives a higher rank.
3) In the contests, the amount of points that can be earned are dependent on article ranks. If articles are ranked low, they could cost you $60 so it's in your best interest to rank as high as you can. Also, now that contests run for two weeks, it's easier to leap them at or before the contest end.
4) Ranking is also important in the marketplace, but it's not "that" important, as publishers don't always choose the article that's ranked first. So while it's beneficial to rank high/top, it's not necessary.
5) If you're a few points away percent wise from earning a bonus
