Yes. Cell phones should not be used while driving, but is this really a big deal? No. This is an issue that should not even have had the chance to rise into the public debating square, and the government to even debate amongst themselves the seriousness of these actions. There are many reasons for this, however I will only address the ones which I believe are the main few.
Implementing a law such as this one is usually the response by the government after very much pressure from the people. The only reason it made such a large impact socially is because statistics showed certain damming evidence then was used by a group of angry citizens and finally was meat to the wolves, finally appeasing their cries of hunger.
What most hardcore activists do not realise is that the banning of cell phone use was feasible for only two reasons, A; Concentration levels clearly drop when using one hand to hold the cell phone and only one hand free to drive, or B; Dialling took your eyes off the road. Well that does it! We need to march hard and march strong! But wait, what is it we are banning? Are we to believe that if you are caught with a cell phone in your car you will be fined? Well it may as well be true considering hands-free wireless systems are implemented by most people who are as they say, "On the go". These systems allow you to not even have to interact with the cell phone to answer a call; logically you would setup a speed dial if you wanted to make calls out, or as is my way.
This simple issue has done nothing but cost money. From the extra time spend sitting in parliament to the training of police in new ways to catch cell phone users on the road. This includes setting up a whole new system to deal with the convicted users. As a race of semi-intelligent species, one would be proud to know that most likely the public would be turning to the technological advancement known as "hands-free", rather they prepared a nice fat meal for the wolves for it to be consumed in one swift gulp. Money spent, on nothing.
It is true that cell phone users have been caught since the release of the Bill; however I am quite certain that buying a hands-free would be the best possible solution. And why should it not be? The government should encourage the use of these hands-free units. Why? Ask yourself, "Is it dangerous to talk to my passenger?" The wireless hands-free if not widely known would indicate the user to be some-what suffering mental conditions. Because the units are small and assure concentration directly on the road, or even while cooking, they ensure that the physical issue of having to hold the phone to your ear in order to talk is now a thing of the past.
Yes. Cell phones should be banned while driving. But what other pseudo-laws come out next.
