I tell you this on my own experience. I started thinking of creating a site for me. Since I had no expertise knowledge in web design I had to make other person to do this. So I posted my project in a Freelancer site with full project details. Many started to bid lower and lower. I saw their previous experience, but all are good. Next I saw their portfolios, many of them had made good sites, so I was still more confused.

Finally choose a person who had a website in his portfolio which is near to my concept of my site so I thought that it would be easy for him to do the site and as well as me to explain some little changes in the site.

In another case I found no one good for my site. At that time I just went to a public chat room and advertised for "Web Designers Wanted" and many approach me to do my project. I asked for their experience and sorted them according to it. And then I presented them my requirements in a simple document and asked for a quote.

I received many good quotes. Finally I choose the person who had good experience, many attractive sites were made by him and he quoted a reasonable price for my project.

So you too must be choosy like this to make a Cheap and Best deal in Web Designers.
