VoIP uses the Internet (it requires at least a broadband connection) to make phone calls. Phone calls can be PC-to-PC, Phone-to-PC and PC-to-Phone. There are many VoIP plans and services out there. The main idea behind VoIP is that using the Internet to transmit telephone data is much cheaper than using normal telephone calls. PC-to-PC calls are free, similar to many Instant Messenging (IM) programs out there. With a webcam, and a microphone, PC-to_PC calls can include video conference. Since it requires the data to be converted to be picked-up by a telephone device, it requires the cost to route this data.
For a price you can buy a VoIP number that normal telephones can call. For very cheap rates you can call anywhere in the world either using a VoIP enabled phone or a PC to another phone. Note that this will take up download quota and bandwidth. To call from the computer, special software that emulates a telephone device is provided and a microphone and speakers/headset are required to do the conversation.
