If you are in the process of seeking a work from home job the first thing you need to be aware of is there are a number websites that in fact offer you the opportunity to work at home. Unfortunately, there are many that simply are not not legitimate! Beware of any sites that offer you a legitimate work at home job but asks you to pay a fee up front!
Steps to finding legitimate work at home jobs:
Develop yourself - find a way to create an online presence for yourself through Helium, blogging, social networking and other potential sources of referrals. This will be the beginning of your online reputation so don't put anything there that you wouldn't want on a job application!
Create a Portfolio - highlight your skills by developing a portfolio of work. If you are a writer you can accomplish that by doing it here on Helium, on Associated Content, on Hub Pages and Squidoo or by highlighting your portfolio in a blog;
Network - Find other people who you know who already work at home. The best way of finding legitimate work at home jobs is to ask around. Message boards, Communities, and even your local Freecycle and other networking lists. These lists may allow opportunities to find legitimate work at home jobs.
Be Consistent - Don't bounce around from Affiliate Programs to pay for work websites (though you should always branch out and investigate your opportunities). What you don't want to do is change your skills on each location! If you're a writer you should always be highlighting your writing skills, a graphic artist should be always highlighting graphics skills, etc. Being consistent with your goals can help you develop a stronger portfolio, a stronger profile and help your message get out.

None of us expects any website is going to guarantee us a minimum amount that we'll be paid. However, the least you should expect a guaranteed payment of any monies you do earn.
