In thinking about the best villains in super hero movies; one always thinks about the main guys like Luthor, Magneto, Joker, etc. These are the big guys so they always come to the top of the list so they are in fact a little easier to put to the top of the list. Lets think about the ones that fly underneath the radar though but really pack a wallop.
The top of the list for me is The Penguin in Batman Returns.
A twisted villain in both mind and body. He was totally different then all previous version of the Penguin in comics and cartoons. He was gross, vicious, deformed but still cunning and intelligent. Sure, he was overshadowed by the whole Batman/ Catwoman dynamic but think about this. . .he was so good at being Penguin that he has totally changed how all current incarnations of him have changed and they now look like him.
Just give him a second look. He has a gang of freaks, he eats raw fish, has eyes on revenge and power, always has smart looking tuxedo on and he has an army of penguins at his command. Who wouldn't want an army of penguins at their whim?

Oswald Chesterfield Cobblepot is his name. You know him as that evil grotesque genius The Penguin. Though, I will remember him whenever I need an umbrella.
