The greatest point of conflict, which will only serve to feed other points of conflict, is the Indian government's loss of legitimacy due to a peoples revolution. The Indian government will have to walk a very thin line without causing complete and utter chaos. Eventually the government of India will be forced to reckon with revolutionary elements within it borders. This revolution presents the greatest conflict for India because as long as it persists the legitimacy of the Indian government is threatened. Without legitimacy it will be hard for current economic advances to continue to flourish at the expense of the lower caste and India's fight against terrorism will be hampered.
The Indian government is put in a hard predicament. If they crackdown too hard on the Indian populace they take the likely chance of driving more supporters towards the revolutionary cause that is currently brewing. Over time if crackdowns continue without due restraint by the government the revolution can be expected to make tremendous strides. The conditions are ripe for such action since you have a large underclass that really has nothing to lose. The caste system brings about clear divisions among the haves and the have not's. To further suppress the have not's will bring about a majority against the government.
For India to resolve this conflict there needs to be a drastic restructuring of the caste system. While India has elements of a democracy there are unclear lines as to equal rights among all citizens. Laws need to be changed there by banning the caste system providing equal pay for equal work. Training program need to be established open to all and free market capitalism should be available to all citizens of India. Economic stability for all tends to bring greater satisfaction among a States citizenry.
Sure terrorism in light of the recent Mumbai bombings is an important issue. In fact the recent Mumbai bombings have brought into question the governments ability to to counter terrorism and overall confidence of political institutions is at a low (Brookings). However, without first addressing the current revolution and its impact on the governments legitimacy terrorism will continue. A country needs to have a strong government in order to effectively address any issue of terrorism. Unrest within a nation only creates a ideal environment for terrorism to flourish. So we will address the root cause of instability in India, the caste system.
The process for stability in India is two fold. First to see economic progress continue India needs to implement policies that garner legitimacy from all levels of its constituency. Second without this legitimacy terrorism will go unhindered and will begin to slow economic progress and bring the Indian government to a complete stand still.
