I suppose, since it lines up with Portugal; it is something like that; only, instead of feeling warm air come off of the ocean from the gyres, you feel the cold air coming off the same gyres, just on this side of the Atlantic Ocean. As a result, the best time to be here is at either the change from winter to spring(late March through May), if you like heat, summer time, and the change from summer to fall (September through early November). Lets take the change of the seasons for example.
I'm just going to say it bluntly, winter sucks here. Its cold, its inconsistent, and it rains a lot. What I mean by inconsistent is that just as you start to adapt to the cold an oddly hot day jumps out and things just don't feel right. However, coming out of winter is more beautiful than you can imagine. The breeze is incredible. The trees, flowers, and people in each one of the city's parks really add to the historical significance of Philadelphia. There's just something about looking up at a statue of Ben Franklin and entertaining the fact that you are surrounded by the same structures that the same group of people who overthrew King George III(King of England and King of Ireland) while this country was still called The Americas and this is where it all went down. For the best affect, visit Independence Hall with a book, go behind the building and sit in the park. If you come back later on, you can visit the other parks too, like Rittenhouse Square. I'd call Rittenhouse the more modern park because its surrounded by The Curtis Institute of Music, fantastic restaurants of all shapes and sizes and some very tall buildings with a pretty large cathedral at one corner, and a public library.
Summer into fall is just as pleasant, but the leaves are now changing and if your willing to drive for a little while you can go further into Pennsylvania to see more trees then you could put into a painting. Painters, please, come paint. Bring your Musician friends along. I'd say that Photo Artists should definately come down at this time of year too. It is also small enough to go biking and use that as a way to travel here too.
Summer does get pretty damn hot, but if you're into walking around with shorts and flip flops on I'd say come on in. There are plenty of outdoor restaurants and cafes. Happily, we do have air conditioning. Plus, for a bit of travel, the Jersey Shore isn't 'that' far away.
