Obtaining a CHL [Concealed Handgun License] in Houston is the same procedure used for all other cities and towns in Texas.
You must contact the Texas Department of Public Safety for an application packet. You can do this online at www.txdps.state.tx.us. You may also contact them in writing or by phone at: REGULATORY LICENSING SERVICE MSC 0245 TEXAS DEPARTMENT OF PUBLIC SAFETY PO BOX 4087 AUSTIN TX 78773-0245 Phone: (512) 424-7293 or (512) 424-7294 Helpline: (800) 224-5744 Once you have received your packet you will need to complete all the forms and find a Certified CHL instructor in your area. The website above has a list of Certified Instructors.

The classroom part of the license procedure takes about 8 hours. Some classes are conducted in one day. Other instructors teach the course in two sessions. Then you will have to pass the written exam.
There will also be a handgun proficiency test conducted at a certified range with certified instructors. Many classroom instructors offer this service as well as the classroom portion of the CHL course. During the proficiency test you will be required to wear both ear and eye protection.

If you shoot with a revolver for your test you will only be allowed to carry a revolver. If you shoot a semi-automatic handgun for your proficiency test, you may carry either a semi-automatic handgun or a revolver. If you choose to shoot a semi-auto, it must be a 9mm or larger caliber. Most instructors can either take your fingerprints for you or direct you to the agency in your area that will take your fingerprints. Again, MOST local Sheriff's offices and some Police Departments will do fingerprint cards at certain times.

You will need two passport sized photographs to attach to your application packet on the card supplied by DPS. Some instructors offer this service during their class. If your instructor does not offer this service, have your photographs taken elsewhere and take them to class with you. They will be attached to the photo/signature card in your packet.

Once you have passed both courses, you can submit your completed packet to DPS. You will have to submit your CHL fee. The website cited above has a list of the fees charged for an original CHL according to your situation. Fees start at $140 as of 2008. If you are over 65, indigent, or a retired peace officer the fee is adjusted to $70. Prosecutors, Federal officers and Veterans also are allowed to pay a lower fee.

If you pass the criminal background examination and have completed all tests satisfactorily, completed your packet correctly, and submitted your fee in the proper format, you will receive your CHL after processing.

Welcome to the world of citizens who have secured their 2nd amendment rights and stand ready to protect themselves and other innocents!
