Okay, in a lightsaber fight between Lord Vader and Darth Maul, I have to give the victory to Darth Maul. I will say this to credit Darth Vader; if this duel could include the use of the force, then he would crush Darth Maul with no questions asked. He is among the most powerful characters on either side in the Star Wars story, if not the most powerful. But this debate does not ask who is more powerful with the force. It asks who would win in a lightsaber duel, and if Vader is forced to use a lightsaber only, I would be far more confident in siding with Darth Maul.
Prior to Anakin Skywalker's defeat at the hands of Obi-Wan Kenobi at the end of "Revenge of the Sith" and his transformation to Darth Vader, he is possibly the most skilled fighter with the lightsaber. He is young, fast, smart (though a bit bullheaded), and has great reflexes. But he loses a lot of his physical potential when Obi-Wan leaves him for dead after their vicious showdown. He never fully recoveres to his former physical status. Now, as Lord Vader, he is slower because he has fake legs and cannot move as nimbly as before, and he does not have as good of stamina because of his breathing apparatus.
True he kills the much older Obi Wan Kenobi in "A New Hope," but that happens because Obi Wan lowers his saber and lets Vader strike him down. True Darth Vader defeats his son Luke in "The Empire Strikes Back," but then he turns around and loses to him in the "Return of the Jedi." He cannot claim any major victory with the lightsaber, and would not be a good match against Darth Maul in a lightsaber-only duel, something that just happens to be Darth Maul's specialty.
Darth Maul is in top physical condition. He's lightning fast with the blade and as athletic as any Jedi or Sith I've ever seen in the movies. He withstands the onslaught from the young, fit Obi-Wan Kenobi and his teacher and mentor Qui-Gon Jinn. He not only holds his own against two gifted Jedi knights, he manages to separate the two and kill Qui-Gon, who, according to the stories, is said to have been the most skilled with the lightsaber in his younger days. Darth Maul proves that he is superior and a force to be reckoned with.
Considering all factors, Lord Vader is far more powerful than Darth Maul. He is much stronger with the force and would win in an overall showdown. But if both had to resort to lightsabers, I give the edge to the faster, quicker, and more skilled Darth Maul.
