Most emphatically, my answer is no! This is a question where the answer is already stated in the question. You came here illegally and therefore should have no rights until you become a legal resident. And "issued a license" implies that you are handed one on mandate. You should obtain a license the same way everyone else does- earn it! Do the studying, put in the required number of hours driving with an instructor, take the written exams (in English because that is the language we have on our road signs) and pass the eye examinations.
I do not understand this increasing mentality that we should give anything to anyone who asks. All are welcome in America but all need to come here legally and be willing to make a contribution to society. Many things in this nation, such as bridges, railroads, buildings, etc. were built by immigrants who came here legally. They were willing to work. They were not just handed money, licenses, cars, etc. Those things were earned through citizenship and hard work and, at points in our nation's history, fighting in wars. Now people come to this country illegally, are given welfare, and find a place to live tax-free. And we wonder why more keep coming illegally and not contributing. Who wants to be a citizen and pay taxes for other people to get a free ride when they can be the ones getting the free ride?
If we start issuing licenses to illegal immigrants, why not hand them to minors, or the blind? If it is unfair that someone who is not a citizen of this country can't drive why discriminate against legal citizens based on a technicality? They should have the freedom to travel as they please as well. Why not just issue them all a pilot's license while we are at it? Obviously, this is sarcasm, but the point I'm trying to make with it is that people should not be handed a license in the interest of fairness. We have to know that you know what you are doing when you drive.
Furthermore, if you come here illegally you should, theoretically, have no way of even obtaining a license. You should have no way of obtaining a place to live, money, or any of the other things required for a license, most of which stem from money. Here in North Carolina, you have to have proof of residency, money to pay for the licensing fees, be able to pass an exam and driving test and be able to identify road signs. This helps 1) prove you are who you say you are, 2) pay for the costs associated with giving you a license, and 3) prove that you are capable of operating
