Is God only known for what He's done or for what He is?

I cannot know exactly for sure. But I would think that generally speaking, that God is known more for what he has done.

We know of Biblical stories of things God has done especially in the Old Testament. We hear about how God created the Heavens and the Earth and all the things in the Earth. How He created Man and Woman. We know of His laws and precepts and how He judged His people as they disobeyed Him and how He blessed those who obeyed Him. We know how He gave His only begotten Son because of His love for us and we have heard of how it will all end in several books of the Bible including the book of Revelations.

However, I do not think that those same people who might know what He has generally done really know God for who He is.

The whole purpose of God creating man is that we have a relationship with the Father. A personal one-on-one, as if in a marriage relationship.

Ephesians 5
"31For this reason a man shall leave his father and his mother and shall be joined to his wife, and the two shall become one flesh.

32This mystery is very great, but I speak concerning [the relation of] Christ and the church."

Not to go off the subject but this is vital point in the things of God, part of knowing Him. This is why same sex marriages are an abomination to God.

God wants us to be like Him or should I say to take on His attributes, like in Genesis when God said that He would make Man from his own image.

Galatians 5:22 "But the fruit of the [Holy] Spirit [the work which His presence within accomplishes] is love, joy (gladness), peace, patience (an even temper, forbearance), kindness, goodness (benevolence), faithfulness,

23Gentleness (meekness, humility), self-control (self-restraint, continence). Against such things there is no law [that can bring a charge]."

Now this is knowing God for who He is, He wants that we walk in these ways and we can only do this by knowing who He is.

To reemphasize this point and another reason many do not know God is that many are not saved. Or as we say, born again. Jesus when talking to Nicodemous explains this in John 3:3 "Jesus answered him, I assure you, most solemnly I tell you, that unless a person is born again (anew, from above), he cannot ever see (know, be acquainted with, and experience) the kingdom of God."

When we become born again or should I say accept Jesus as Lord and Savior we receive the Holy Ghost, which is explained later in the same chapter. The kingdom of God is within
