When a child is adopted (for instance by a new husband), the parental rights of the non custodial parent are terminated, as is the child support obligation. By legally adopting the child, the new husband has in effect said that this is his child and he is now fully responsible for the support of that child.
Termination of parental rights does not stop a child support obligation unless expressly specified in the court order, however adoption does stop the child support obligation.
In addition, if a woman would like the non custodial parent out of her life for good, for example, he is abusive and doesn't come to see his children, if she can prove he is completely unfit, his rights can be terminated and she can actually adopt her own child and the child support will stop.
