From the human standpoint, an only place worse than hell would be here on Earth, living amidst the aftermath of a nuclear war, an atomic bomb, World War III, a major catastrophic flood, an earthquake, tidal wave, or tsunami. The nationwide or even worldwide tragedy as a major epidemic of hunger and plagues would bring humans to living in a chaotic, disastrous, evil hunting prey on the innocent ambiance in which the weak will want to die in order to extinguish themselves from the pain and agony, and they will not be able to. Submitting to a non-ordinance in which law and cleanliness will leave our minds becomes a remote memory as they cease to exist. That is living in a place worse than hell -for humans that is....
From the standpoint of a spirit, hell would be considered the worse place for a pure transcendent ethereal entity. If the spirit is a dark manifestation of a lost soul, a charlatanic entity feeding off weary mediums, an evil incarnating-power entity, then hell is it's home and not the worse place it could be in (unless it has asked for redemption and must expiate before entering a higher realm it now errs through).
From a doctrinal standpoint, hell, is a place, an idea, for some a dimension, for others a state of mind. All in all, hell, for the believer is the place they are sure of their soul will not rest in peace after their physical life ends. Humans see hell as the ultimate expiation of their sins, the last place they will linger painfully for not doing enough good deeds... the place where divine justice will take place in for those that murdered and raped ruthlessly. The place we secretly send everyone who stands in our way when we want something done our way...
Then again, if one individual person, like you, like me, like anyone fighting with their own tormenting life filled with anguish, deceit, betrayal, and guilt, hell has found its place to send it's demons to prey on our soul and consciousness. For, if we lack exertion of our graciously given free will, we succumb to the torments of our lies and our own evil mischievous ways. Then the progression of our own spiritual growth stagnates, spoils, stinks, and rots within its own limitation becoming the worst hell a person in a modern day society with all its accommodations and fun-filled tantrums could suffer. Then no money, no excess luxuries, no signature dining menu, no raving $2500 dollar purse nor shoes, nor millions in a home could get our soul free from. But, man in society today says, "who cares, as long as I have and I am comfortable, the hell with everything and everyone else"
