The core democratic value of the rule of law

BASIC RULES
If followed and enforced, works like this and is pretty simple.
Let me give you an actual, factual example seen with my own eyes about basic rules and these rules being enforced.
I live in an apartment complex with multi-story apartments as well as the town home style. I chose this place searching on line when I lived in Texas and was transferring back to North Carolina in August of 2005. The reasons that I chose these apartments is that they came with a washer and dryers inside the units, they were also in a central location between work and friends and the rent was darn good!


Inside this nice "gated community", there were abandon vehicles, illegally parked vehicles and trash left outside of the apartment doors for days which cats, rats and other critters tore into. In the townhome style apartment's people were throwing their trash out the back and leaving it with the same results as above. Now this complex is like most all other in that they have a central drop off for all trash free of charge. Also there were piles of Cigarette butts everywhere, even in the pine straw which makes for a very good fire starter. Work vehicles parked everywhere, you know the ones with ladders all over them and hanging off the back ten feet, and so these vehicles were blocking walk ways and the right a ways. Also there was junk stored outside everywhere. And with the kind of people who live like this came the crime noise and disrespect.
Now notice, I am not being a racist , but a person with the simple facts of reality, so don't tell me I am picking on certain groups. I approached the property manager at the time and asked her to do something about all this. Her response was "what do you expect me to do?" I said to myself "WHAT?!" So I told her to put a stop to all this stuff by notifying the guilty parties that this kind of attitude stops now!
Well she didn't and the conditions started deteriorating even more, but guess what? A new property manager took over, why I do not know, but soon afterwards there was a noticed on every ones doors, and guess what the notice said?
All abandon vehicles will be towed in two weeks. All vehicles with no, or expired plates and inspection stickers will be towed. Any vehicle with flat tires will be towed. All illegally parked vehicles will be towed. All work vehicles will be parked in the back of the complex or they will be towed.
Any trash found outside the doors or in the back of the townhomes will be thrown back in the apartments, the same
