How we know Iran and North Korea won't use nuclear weapons

The question should be paraphrased on the possibility of Iran and North Korea using nuclear weapons. Both regimes are unpredictable in their behavior, are secretive, and when there is a threat real or imagined.

North Korea has tested its nuclear arsenal many times and there were missiles that flew over Japanese Territory. In an unknown incident, 1-Jan-2001 was the date that Kim Jong Il sent a missile flying over Japanese Territory and it landed in the Aleutian Islands off the coast of Alaska [both US Territories]. North Korea [in the year 2006] tested two times its nuclear power to the distress of the International Community and in spite of warnings from China and Russia. At the present time, North Korea is maintaining itself through investments with South Korea [A Hyundai Plant], A Fiat Plant, and English Law Firm called Hay, Kalb, and Associates [haykalb.com]. Last but not least, North Korea has some stores in the border town of Dandong China to sell its goods [including some via the Internet].

Iran is building up its nuclear arsenal for "peaceful purposes" but the President of Iran has made it his priority to "wipe Israel and the USA off the map". Iran may be tempted to use its nuclear power especially when there has been a leaked memo concerning a possible US raid on Iran. Only time will tell on these issues.
