fallout as possible. - The purpose of this facility would be to provide a means, sanctioned and operated by the U.N. (or other appropriate organization), to punish rogue nations for actions that are deemed to require such retaliation.
This will in effect place rogue nations on notice that their behavior will not be tolerated by the community of peaceful nations. It is hoped that the deterrent value of this facility is all that would be required. However, in the event that actual exercise of the strike capability is deemed necessary, the effective tactical use of both conventional and nuclear weapons would be limited to only that which is required to accomplish the intended goal.
This type of deterrent and this facility are needed NOW. Inhuman behavior and terrorist activities must be checked. Unstable nations cannot be allowed to obtain nuclear capability.
For those individuals who may object to the innocent civilians who may die if the deterrent described must actually be used, we ask that you consider the following. This is not what we normally consider as war. This is the exercise of a deterrent to war. If it is used it is the fault of the nation that refuses to conform to the rules laid down by the peace loving community of nations. The nation at fault is the one that will suffer.
The death of innocents is always regrettable. We must, however, remember the countless millions of innocents that have died in wars throughout recorded history. Can this deterrent actually put a stop to war? I feel that it is certainly in the best interest of all the superpower nations to consider this in a true spirit of cooperation and hope for a peaceful future.
A few words attributed to Will Rogers are appropriate here. The gist of what he said is as follows: "Some people learn by reading and others by observation. Of course, there are always a few that have to piss on the electric fence". Unfortunately, there may be a nation that will test this deterrent. If so, the outcome of their stupidity will be duly noted by all other nations.
