in retaliation for acts of terrorism is prohibitively expensive and increasingly inappropriate. - Nuclear warfare on a large scale would mean international suicide and is totally inappropriate. What then is the answer?
Nations that support terrorist activities in any way must be held accountable for those terrorists. That includes the following:
Nations that permit within their borders the teaching of an inhuman type of religion that espouses terrorist acts.
Nations that allow terrorists to be based or trained within their borders.
Nations that contribute financially to terrorist activities.
Nations that defy nuclear proliferation agreements and pursue the development of nuclear weapons.
Nations that treat their own citizens with such inhumanity that their government deserves to be labeled as a terrorist regime.
Inasmuch as possible, rogue nations should be dealt with through active international negotiation and economic sanction. For those nations that refuse to negotiate and who pose a definite threat to any other nation, we must develop and deploy a strong deterrent to any action they might take. Since this is the 'real world' we are living in, we must be aware that common sense negotiation just doesn't work with all nations. Dictatorships may well be controlled by a mentally unstable ruler. Governments under the control of religious fanatics may also fall in this category. If these unstable nations have nuclear weapons at their disposal any conflict could result in the large scale use of nuclear weapons and the death and injury of millions.
The "cold war" deterrent of mutually assured destruction prevented the superpowers from taking any action that would actually trigger WW III and a nuclear holocaust. Something on a smaller scale is suggested as a means to prevent, and if necessary, punish terrorism and inhuman activity. Any nation that requires such action is unlikely to be moved by the threat of it unless the infrastructure, hardware, personnel, and international agreement are in place to make it an immediate and viable option.
With that in mind, it is suggested that an appropriate facility be constructed in a remote and highly inaccessible location. It would be manned by a rotating international crew from superpower nations. The facility would consist of a highly sophisticated missile system for delivering both conventional and nuclear warheads of various size and/or yield. The nuclear components would be of the "clean" variety so as to produce as little radioactive
