This is a futile question if we were expecting God to destroy Iraq or stop the devastation in the Twin Towers. God's presence was in New York on 9/11 as it was throughout creation on that day and at the time the planes were hijacked, flown into buildings and crashed to earth.
I believe that my life is a gift from God repeated through the centuries. The giving act of God is the ability given to women and men through intercourse, to create new life. I find it impossible to believe that anyone believes that God micromanages every living being. As human beings, we are able to think and reason. The choice is not God's but ours and those who helped form our consciences to recognized good and evil.
God was within those caught in the Twin Towers, held captive in the three planes, and held our breaths and prayed as the unthinkable taking of human life took place before our eyes. Those who are bent on evil will take the lives of the innocent. God gave us free will and those who choose to terrorize the United States, taking hundreds of innocent people with them, did so because they choose to miss-interpret the Koran and violently take the lives of people with whom they had no connection.
God was present in the actions of those who selflessly gave their lives to save others. Fire fighters, police personnel, medical personal. God was in emergency rooms, food lines, next to spouses watching the scene unfold and praying that their loved ones were not in those buildings. God was with the passengers of the hijacked planes, giving them strength to endure the horror of the moment. God was with those who received phone calls from loved ones on those planes enveloping them in Godly love.
Faith groups opened their church doors and provided shelter, a place to rest, and to sit quietly with God. Clergy and parishioners alike, worked day and night while recovery efforts continued. God sustained those who were exhausted and angry.
We tend to ask the question, "where was God?" at times of huge disaster and carnage. Our news last night reported the stabbings of two 11 yr. old girls by their mother who also critically stabbed herself! A car was sideswiped critically injuring a pregnant woman and her baby has been born and is in critical condition. A lonely man takes his own life, a husband kills his wife, her lover and then himself. Where was God? God was not removed from these situations. God was present to family members needing consolation at the senseless taking of human life. God was there
