Prices: Hotel: 4* in Warsaw under $200 per night
Flight: Averaging $2,000 from New York
Beer: $3.00 or less at most bars

Also consider Hungary, Latvia, Slovakia, Malta, Croatia, Slovenia, Estonia, Romania, Albania and the Czech Republic.
If you really want to see London some hotels have a fixed dollar rate with flights included but you still have to eat and pay for all the sight-seeing. With the Olympics being held in London in 2012 it may be best to wait until then.
