Should restaurants allow dogs in with their owners ?

Yes and no . Sorry , but I was thinking hard before I had answered yes .
Let me start out with why I voted yes at first to this question . I have a friend that owns a restaurant and she has a couple that comes in sometimes to eat at her restaurant . I believe the man is blind , so he has to have his dog with him at all times . He totally depends on that dog to see and guide him where ever he may go .


Well one of her servers did not know that she allowed the couple to bring their dog inside her restaurant and he ran the customers off . She was not aware of this , until she had came back from outside doing stuff .
So that is why I had voted yes to this question .
But at the same time , it is the law that no animals' are allowed inside restaurants or around food at all . Unless they are for the handicap .
That is a very hard question to answer with only one answer .
It is like being at home . When you are at home or at a friend's house , you maybe eating or cooking food around their dog . I really do not understand how that is any different than being out in public .
I guess if you have people that are allergic to their fur , or like my sister ; allergic to fleas !
I guess I could see some point in that . It is like smoking almost .
But I do feel that it should be up to the owner of the restaurant , if they want to allow someone to bring their dog into their restaurant or not .
And I do not think the law or health inspectors should punish the owner for their decision of allowing a dog inside their restaurant .
The owner is the one paying for all the stuff and the building to keep it going . Why should it be up to the law or health inspector ? Why can it not be up to the owner . Why can it not be their decision . Why does the law or anyone have rights to tell anyone what they can or can not do in their own restaurant ?
It is their restaurant , it should be all up to them on what they want to do about a dog being inside or not .
I also think that disabled people with dogs , SHOULD NEVER BE REFUSED SERVICE because of them having a dog to guide them . They should never be told to go away because they have a dog to help their needs .
I think they should change their laws on dogs being in restaurants . I feel that restaurants should have it set up in areas of their restaurants for dogs to be welcomed , where they do not bother others while they are eating .
But once again , I feel it should be up to the owner of the
