Here are a few ways that have worked for me:

Forums. Depending on what type of website you have, you would need to find forums that relate to it in some way. Then you would register an account at those forums and put in your signature a link to your website, providing the forums don't mind signature advertising. Then, you can post at the forums and maybe make some friends there. You will find that people will click on your signature link as long as it's eye catching or sounds interesting.

Search Engines. This is a really good way to get exposure. Submit your website to as many search engines, preferrably the top ones. You will need to make sure your site allows search engines to follow.

E-mail. If you e-mail people all the time, you can put your website in your signature.

Profiles. Profiles for Yahoo, MSN, ICQ, etc. can give you some results. These aren't as great as the suggestions above, but they have grabbed a lot of people's attention for me.

Other websites. Sometimes there are other websites related to your own, that offer advertising. Usually it's affordable or even free.

Link directories. This is another good way - not the best. Some ask for reciprical linking, which can help with a Google Page Rank. So, if you want your website linked to, you should link to them too.

I'm sure there are lots of other ways that are good, but these are ways that have worked for me. Good luck.
