I grew up in a home with dogs all my life. Nearing the latter years of my life at home, my parents owned 11 dogs, which all have had the bad habit of not coming back when let out.
We easily took a few steps to rectify this. First, we started by leashing the dogs and walking them through a set perimeter, allowing them to mark their territory. We then took the next step by installing an electric fence. Should the dog pass the set border, it will receive a small electrical shock. We decided this was cruel and only left it installed long enough to train the dogs where the borders are. Every time the dog comes when called, he/she receives a milk bone treat (really good for their teeth and tasty for them too). Postive reinforcement is really important with animals because they don't understand words. "Good Boy/Girl!" can go a long way with a pat on the head.
Also, the more time you spend with your dogs and the more you play with them, the less apt they will be to run away. A happy home life is the way to keep the animal home. Give him lots of attention and play with him.
Remember, pets aren't decorations, they are a lot like children. If your child is unhappy, he/she will take steps to leave home ASAP, right? Same for an animal.
