Fishing is an easy way to make money, and it's a fairly fast way to get quick gold. Along with fishing, you should work on your cooking skills, so you can cook the fish you catch and sell them for a higher price.
Levels 1-15: Buy a Small Fishing Net, which can be purchased at Port Sarim. The best place to fish for shrimps is the fishing spot at Draynor village, where you'll be close to a bank. Fish until your inventory is full, run off to the bank, and then run back to you're fishing spot and repeat. You'll have to do this for a while, but the first levels go by fast, as your level will increase quickly.
Cook up what you catch, sell what you don't need, and level up tell you get to level 15.
Levels 15-20: You can catch Sardines (at level 5) and Herrings (at 10) now, but keep catching shrimp till you get to level 15, when you start being able to catch Anchovies. Sardines and Herrings require you to buy fishing bait, which is too expensive for you to buy now, and the amount of experience you get isn't worth it anyways. Up till level 15, shrimp was your fastest and cheapest way to get fishing experience. Fish for Anchovies with your net at any of the places were you could catch shrimp, cook them up, sell them, and level up to level 20.
Levels 20-40: At level 20, you can now catch trout, and you should shift gears now. Buy a fly fishing rod and either collect or buy at the very least 1,000 feathers to fish with. The best spot to fish is the fishing spot at Barbarian village, where you'll be close to Varrock and its bank.
Once you get to level 30, start fishing for Salmon, again with the fly fishing rod and feathers. Cook up what you fish, and sell it. At this point, you won't be making that much money from your fish, but you will when you reach level 40, so just focus on getting experience and leveling up instead of trying to make a big profit. It will come with the higher fishing levels.
Levels 40-50: You can now fish for Lobster, and you'll now be able to make a substantial profit from fishing. Buy a Lobster Cage, and head to Karamja. Keep fishing, and sell your Lobsters Uncooked. Lobsters should be sold uncooked because there is a much higher demand for them than cooked lobsters, because other players on the game often use them both to get cooking experience and have food to heal them. Uncooked lobsters do sell for a bit lower than cooked lobsters, because of the fixed pricing system, but they sell ten times faster, and sometimes it can be hard to sell cooked lobsters and its takes much longer to sell.
Levels 50 +: At level 50 you can fish for Swordfish with a harpoon. Go to Karamja again for these, and sell them uncooked. The principle for swordfish is the same for selling them uncooked. They'll sell for a bit less than cooked ones, but they'll sell much faster, and you'll never have trouble finding a buyer.
At level 68 you gain entrance to the fishing guild, and you should start fishing there from now on. As always, guilds give you huge advantages by providing you with everything you need in one spot, including a bank so you can just stay there until you want to leave.
