Africa is not just a country it's a continent and is by no means backwards, however they have had the roughed deal of any country through out the whole of history, it was the african people who where taken as slaves by most european countries, they have had the most conflicts and dictators to content with and they have had their country striped bare by the likes of us westerners, then they have had to accept the hand outs from these countries and expected to be grateful.
Not all parts of Africa are behind in technology, but a good portion is bound to be, they have got more important things to deal with such as getting enough food, shelter, work, your basics to survive, being top ranking in technology is not the first priority.
We have a habit in the west of treating other countries we feel aren't as advanced as us as under developed, but what we fail to remember is that we made it such, we stipped them of their gold, diamonds, resources. They were all perfectly rich countries till we got our hands on them.
There are those of course doing all they can to make everyone more aware of what is happening, the g8 summit was about whether or not the should cancel the debt they owe to our countries, don't make me laugh, debt they owe, what about the debt we owe? If the western world had to pay compensation for all the resourses we fleeced and the slavery, we'd be asking them for a loan.
They of course have a certain amount of technology which suits their requirements and will continue to accrue more as and when they need it, eventually I am sure as with every other nation they will catch up to the rest of us techno mad counties. But I personallt think that when it comes to technology it should be used in moderation, hospitals should definitely have some advancements made. At the end of the day however, to much relience on technology creates it's own set of problems. Look what happens when the till freezes at the supermarket when your trying to pay for your shopping. Or when visa goes down and no-one can access their cash. Mass panic usually ensues, followed by frustration, anger and rage.
Technology has helped us in all sorts of ways but it has also opened the doors to a new breed of criminal and pervert. So maybe Africa being behind in the tech department is no bad thing. We should maybe stop sticking our noses into how other cultures operate, and stop trying to make them all like us. They'll get there when they are ready, we should be using our energy instead to help in areas thst will be more useful.
