How to reduce employee turnover

Employee turnover can be stopped by having the right people in key supervisory positions. Have you ever worked in an insane environment where you actually start to question whether your nuts, or is it them? I had the misfortune of working within that environment, not once but twice in my lifetime and it was within the same institution and department with about five years in between (some things and/or people don't change their spots). I worked within a fund raising dept within a local hospital, harmless enough, right? WRONG. I will call my nemesis Ms. Navillus. On a personal level I kind of liked her, she could be fun, but unfortunately as a Supervisor she was just insane. The honeymoon period was always nice. Asking my/your opinion and making me/you feel like I/you really counted as a part of a "team". She tells you your in charge of a certain project, but you have a reporting mechanism that is just crazy. You don't know this at the beginning, but, you can not act on your own. You need to confer with her on everything. She is almost never in her office and doesn't get back to you in a timely fashion, most of the time. So you take the initiative, you make a decision without her. At first you are proud of what you did, you think you made an executive decision and can't wait to tell Ms. Navillus. You enthusiastically send her a quick FYI email. Then you get the "we need to discuss" reply that almost makes you want to vomit. You can sense that there is something wrong. You try to think that she must want to tell you what a good job you did. Think again. How can you go behind her back and make this decision. You need to let her know everything "I don't like surprises", I want daily, weekly, monthly reports besides the up to minute "what are you doing and going right now" report. I can't say what makes her turn on you. It's all based on individual cases. Since 1999 she has had roughly 25-35 employees come through a department that usually employs 6-9 employees at a time. No one ever reaches a milestone of more than 3 years (and you need to question the sanity of that person also). The average person, I would say, stays there 1.5 years. Pregnancy is frowned upon, once your pregnant you are immediately put on the S* list. Vacation is frowned upon, sickness is frowned upon, any physical disability whether temporary or permanent is frowned upon, intelligence is frowned upon, confidence is also frowned upon. You will be placed on the silent S* list and you will be dealt
