Surrendering in Iraq is not an option because the actual fighting over Iraq is finished. Defeat is out of the question because Iraq does not have a military to fight with, let alone strong enough to take on the American Armed Forces. So in Iraq there is no surrendering and no defeat for America.
The only thing left to do in Iraq is to get the religious factions on the same page and get the country rebuilt. The way to get a rebuilding project going is to get the people involved. When the people of Iraq realize that it is going to take them to clean up their house, they will then be motivated enough to raise their sleeves up and start the project of getting the country back on its feet.
The first thing that needs to happen is that the Iraqi government needs to look to its resources and obligate the assets to fund this project. The only viable assets that the Iraqi government has; is OIL. That oil needs to be sold in order to fund this massive project. The United States can become the recipient of the oil, along with the allies that helped with the liberation of the people from the Huesien dynasty. In selling the oil, the government can than acquire all the money that will be necessary to get this project going and finished. Thus the cost for the United States being in Iraq will be "zero, zilch, not a penny". Later on in this writing we will see how The United States can recoup some of it's loses by having Iraq pay for their own rebuilding.
At the price that oil is selling in todays markets, Iraq could undersell all the worlds oil producers and gain a market advantage. By selling only to the U.S. and it's allies, the U.S. could take care of the oil crisis that we are in. With a glut of oil in place, the price for oil based commodities like gasoline, heating oil, oil based products would plummet down to the prices of the 1970's. There would be no need for drastic measures taken by the American public accept in the continueing efforts to find and utilize solar energies.
With a glut of oil in place, enough to last a minimum of ten years, the United States could conceivably come up with an alternative to oil usage within that time frame. We (The U.S.) are a leader in new product innovations. Wasn't it an American who coined the frase, "Necessity is the mother of invention", let's get going and invent that elusive product we and the world so desparetly need.
