Terrorism is the new form of warfare gripping the world. Guerilla warfare, trench warfare, aerial and tank combat have all took their respective places among the rules of engagement for so long that it's not surprising that world governments are now turning to the most secretive form of combat. Since the end of the Cold War and the need for espionage and paid covert operatives seemed to no longer be as much of a need as it used to be during the early days' of the CIA, KGB, & Mossad.....groups of militant extremists with their own personal causes have taken the center ring. Whether it be the IRA, PLO, Al Queda, Hezbollah, or Freedom Fighters out of Cuba....governments do realize the impact these groups can make.
Secret government funding of terrorist groups would be very much the same as having a gang of Crips or Bloods out of Los Angeles being funded by likeminded druglords or mafia kingpins to eliminate their competition without depleting their own personal troops. You don't know when they are going to hit, and when they do hit it's hard and nasty, and most unsettling, they are a group of highly trained and motivated ghosts who can't be tracked efficiently, if at all. And worse yet, they are comitted zealotes to their cause, if killing innocent citizens is what it takes for these people to fight their war and achieve their goals, then so be. This would be extremely alluring for world leaders who wish to defeat their enemies without being smudged and stained themselves for the terrorist tactics used.
That, in itself, is the fear. Fear of any law abiding citizen who now feels like a target. That whether or not it is happening in The Middle East, Spain, England, North Korea, China, or the United States.....as long as governments or sub-agency's can attain their own objectives risk-free and without accountability by such terrorist groups, they would have every reason to use such an avenue and fund terrorists accordingly and discreetly. This is more of a fact than we would like to accept, but it has been happening for so long in the world it's impossible to avoid such facts.
It is a documented fact that the CIA has trained and financed militants in Cuba, Panama, Guam, Afghanistan, and Palestine for decades. The KGB or Mossad themselves have undoubtedly used such tactics in their fight for Afghanistan or the Middle East. The world is a spider-web of deception that knows no bounds. Chaos and terror breed a need and reliance for order. What better way to eliminate an old order and replace it with a new one than by using such tactics as....chaos and terror. In a more philosophical tone, if you help create an air of anarchy within a part the world is that not terrorism itself.
