To get a dog to return every time you call you must do some good training.The first tip is to put your dog on a long line (a 15 ft or so rope) and tell him/her to sit and stay, if your dog doesn't know these yet it is helpful to train the dog these first.After getting your dog to stay, walk away from your dog backwards until you reach the end of the rope. When you get the whole distance of the line call your dog "Rufus, come." The name gets the attention and the command tells the dog what to do. If your dog doesn't come right away give a little tug and you can even pat your leg. Your dog needs to learn to come every time he is called. Next, go to a large area that you can walk in a large square. You can even form a square by placing cones or some other sort of marker to place in about 15 foot or so apart. Holding the end of the long line, walk along one of the edges of the imaginary square till you reach the corner and stop, if the dog starts to not pay attention start walking quickly in the opposite direction the dog is going or looking towards. Do this to the next corner and repeat if the dog looks away or walks away. Do this around the whole square and practice this at different times with different distractions. This will teach your dog to pay attention to you and watch for when you are getting ready to walk.
After doing these steps you can try leaving the long line on your dog and taking him or her to a large fenced area and let go of the long line. Let the dog drag it around and feel like you are still holding on to it. If he figures out you aren't and tries to run, stomp on the line and grab ahold of it. With the line being so long it isn't that hard to step on it to stop your dog and if you are in a fenced area, in case you don't get ahold of it, you can easily go and get your dog. The trick is to make your dog believe he can't get away from you. Once he is pretty good at staying near while on this long line, get a lighter weight line, such as just a cotton line instead of a rope, eventually go to a string or something that he pretty much can't feel he's dragging at all. Once he is good on these you can shorten the leash and eventually the dog should be trained to think he has to stay near you.
Some tips to help this along even more are if your dog somehow gets away from you don't call at the dog until you can actually get the dog or he will see he can get away from you and not listen. Another tip is some dogs still need a small bit of leash or something
