The Palestinians have been living in Lebanon for over 60 years now and yet they are still refugees. Lebanon needs to allow these people to assimilate into their society, work good jobs so they can provide for their families, and they need to allow them to become citizens.
Furthermore, the Palestinians and the Lebanese need to work together to keep the terrorist out of Lebanon.
The Palestinians who harbor terrorist need to be lawfully punished and the Lebanese soldiers and citizens who abuse and harass the Palestinians should also be lawfully punished according to Lebanese law. Lebanese law needs to be just and fair to both the Lebanese and the Palestinians.
We had German refugees come to America in the 1930s and 40s. They are no longer refugees. They learned our language, history, and culture and became citizens. We never had any civil wars break out because of the German refugees who came over here. I have a great aunt who came to America from Germany after WWII as a little girl with her mother. Her children are now grown and are successful in running their family business. They are all American citizens they are not refugees.
By oppressing the Palestinians by not allowing them to become citizens, or to even work good jobs to provide for their families, and by the Lebanese army abusing them, Lebanon is causing the Palestinians to resent, despise, and distrust them.
Therefore, the Palestinians feel no reason to be loyal to Lebanon. How can the Palestinians be expected to not harbor terrorist when Lebanon refuses to fully accept them into their society? People befriend those who accept them.
Therefore, apparently the terrorist are friendly to the Palestinians and the Palestinians trust the terrorist more than they trust the Lebanese.
If Lebanon wants to live in peace with the Palestinians then they need to allow them to have the opportunity to receive the same protection, legal status, social status, rights, freedoms, and opportunities that their own people have by allowing them to become citizens.
Even if the Palestinians do not become citizens of Lebanon, they should still receive the same protection against abuse and be given the opportunity to work jobs that will allow them to be able to provide for their families.
As for the question, "What should the international community do to help Lebanon with their Palestinian issue"? Stay out of it. Lebanon is a sovereign nation. Let Lebanon take care of its own problems. If each country focused on fixing their own problems, instead of sticking their noses into the problems of other countries, the world would be a lot more peaceful.
In closing, the Palestinians are a minority group who are descended from outcast of many middle eastern countries including Lebanon, Jordan, Saudi Arabia, and even Egypt. The Palestinians do not have a homeland of their own. Therefore, they must live in other countries. Much like many of the minority groups in America.
Israel is not the Palestinians' homeland. The Palestinians have no right to a state in Israel. God gave that land to Israel as recorded in the Bible in Numbers 34:1-15. God actually gave Israel a lot more land than they have today. The Total size of Israel is actually 1500 mi. sq. (Revelation 21:10-17).
The Palestinians are allowed to live in Israel and they can even vote, but it is not their homeland and they have no right to have their own state there.
Countries like Lebanon need to assimilate the Palestinians into their society and allow them to become full citizens.
Likewise, the Palestinians need to make themselves subject to the laws of the countries where they live.
Peace with the Palestinians will never be possible until the changes outlined above take place.
