Who Took Uncle Sam?

Brandon and his parents sat on the Town Green with the majority of the town's population waiting for the fireworks to start. Like most towns, Pleasantville had it's own Independence Day traditions. One of the traditions was that Uncle Sam would come out before the fireworks started and wave to everyone. An important member of Pleasantville's community always played "Uncle Sam". This year, the honor was given to Fire Chief Hank Higgins. It was a great choice. He was tall and thin and perfect for the part. Chief Higgins had only been the Fire Chief for about two months, but the entire town knew who he was and he was very well liked by most people. On cue, "Uncle Sam" ran out waving to everyone as the crowd cheered. Suddenly, the mood changed from happiness to horror. Someone dressed as Betsy Ross ran onto the field and waved a gun. "Betsy Ross" grabbed "Uncle Sam" and put the gun to his head. "Betsy Ross" then instructed "Uncle Sam" to go with her and he wouldn't be hurt. The two of them fled from the scene as the police rushed after them, but the police somehow lost sight of the pair.
Brandon, like everyone else was horrified. However, this meant there was a mystery in Pleasantville. Brandon loved to solve mysteries and was very good at finding clues. Sometimes, the police would even ask for his help. The next morning, Brandon arrived at the police station to see if they'd found the fire chief or the kidnapper. They hadn't, but they had four suspects at the police station for questioning. Since Brandon was there, Officer Jenkins asked Brandon if he'd like to question the suspects. This was Brandon's favorite part and he was excellent at it. With Officer Jenkins sitting beside Brandon in the interrogation room, Brandon interviewed each suspect one at a time.
First, he questioned Jill Rogers, the fire chief's ex-wife. Brandon noticed that Jill was a very pretty woman. She was about average height for a woman with long, blonde hair pulled back in a ponytail. She agreed that she didn't get along with her ex-husband, but that she wouldn't do something like this. She said that she witnessed the kidnapping and that her brother Todd was with her. "Would it be okay with you if I asked Todd if he was with you", Brandon asked.
Jill shrugged her petite shoulders. "Sure", she responded, in a very calm tone.
Next, Brandon interviewed Steve Fuller, Pleasantville's biggest troublemaker. Brandon watched
