First, allow the explanation that any one race is not more intelligent than any other. Intelligence is a byproduct of genetics, social values and circumstances. With over 1.25 Billion people in China alone, many of them with little to no education at all, growing up working on rural farms or working in factories using forced-labor as well as child labor, rural Chinese are subject to low intelligence as a norm. In Africa, millions and millions of children are being brought up in sub-poverty conditions, lucky to have as much as a tent or mosquito net to sleep under. One set of clothes, one pair of shoes or sandals if really lucky, these children of circumstance have no choice in the matter, but none the less are mired in the near total lack of education. Children in Afghanistan, Iraq, most former Soviet Block Nations, and Pakistan, India and North Korea compound to the fact that race does has a bearing on intelligence. Intelligence is something that is learned, taught, passed down through hereditary means, and grown with the use of knowledge and experience. When a certain race has no educational infrastructure, they learn only from their family and villagers, making for a less intelligent race through generations of extreme poverty, working in fields, for warlords and government forces as well as rebel outfits. And the war ravaged children soldier on.

Unfortunately, it is not their fault. Whether from Darfur, Sierra Leonne, the rural Asian Continent, or many other nations, the different races of Humans have different levels of intelligence. This intelligence is bred, taught (or lack of being taught, as per Religious decree), or just outright ignored, and these races are born into squalid conditions and exposed to genocide, rape and war as daily occurrences.

Of course, once a race is displaced, and exposed to quality education, housing and public and government support, the intelligence issue becomes moot. Intelligence based upon race assumes that that race is located in its original geographical location. The Negro race was brought to the United States of America as slaves, yet today are equal in intelligence to well bred British, English and French descendants. The same goes for all other races that have emigrated out of Third World squalor. Intelligence, as related to race, is a direct impact of these conditions; lack of education, war ravaged society, constant abuse and neglect. Once education and proper dietary nutrition are introduced to all people of all races, intelligence will become a global constant. Until then, there will always be discrepancies.
