The Auto Sabotage

Hewett Hunter was in a great mood. It was Labor Day. Though he was eleven years old and should've outgrown it by now, he still loved a good parade. Every year in Fairview, there was a Labor Day parade. The parade was always lead by the Mayor and his (or her) family in a white convertible that was only used for parades. Hewett was especially looking forward to the parade this year because there was a new Mayor. Fairview had previously had the same mayor for eight years. This was longer than Hewett could remember. He thought it would be a refreshing change to see a new family in the lead car.
Hewett joyfully bounced into the living room where his father was sitting. He saw the frown on his father's face.
"Dad, what's wrong?"
"The parade has been canceled", said Hewett's father.
"No! Why?"
"Someone vandalized the mayor's convertible".
With that response, Hewett fled out of his house. It was no secret that he was the best sleuth out of all the children in Fairview. He'd been known on several occasions to give assistance to the police. Hewett jumped on his bike and fled as fast as he could toward Town Hall.
When he arrived at Town Hall, he found that the mayor and Officer Holden were on the scene. Hewett was horrified as he noticed the condition of the car. It had toilet paper all over it. This could easily be cleaned, but the worse part was the shaving cream on every seat of the car. It was a mess!
Hewett learned that Officer Holden was the first person to discover the damage and he was alone when he discovered it. From previous experience Hewett knew that he had to consider everyone a suspect, therefore Officer Holden and Mayor Jones were suspects.
Hewett thought for a moment and then asked, "Mayor Jones, to your knowledge has there been anyone at the Town Hall this weekend?"
"Yes. As a matter of fact, I was here briefly with my family yesterday evening. I needed to get something from my desk, so I came here to pick it up. While I was here, I listened to my messages and checked my email", he explained. My wife and my daughter came inside with me. Also, my assistant Carl Kelley was already here. He was working in his office. The rest of the building was completely empty because it was a Sunday and a holiday weekend".
"Did you look at the car when you were here yesterday", asked Hewett.
"Yes. I saw it on the way in and it looked fine, but I didn't notice it on the way
