Is a Cold War between the East and the West on the verge of repeating itself?

There's no agression coming either from the US or Russia. The level of literacy(which is a factor of education around the world)in Russia, that's 99.6%(European Literacy level - 99.5%, including Great Britain), is a definite factor of intelligence despite Phil Hill's statement about "millions of uneducated people". Nevermind the bullocks. However, the Russians announced the creation of new missiles invisible to radars. Why? Simply to show the world that they cannot be fooled or opressed, as it was the case with the agreement about Limitation of Forces Present in Europe - the NATO, organized and ruled by the American government, broke the rules estimated in that treaty by placing their anti-missile bases in Czech Republic and Poland. Therefore, the Russian "aspiration" to attack is appropriate and understood because those "anti-missile bases" represent the missiles that are supposed to shoot down "the Iranian attacking missiles". So, being missiles, these "anti-missile bases" could also be used for attack. Hence the Putin's and the Russian nation's concern with them - Russia is a Poland's neighbour, and definitely isn't far from the Czech Republic. So, naturally, the tension between the US and Russia arises. But here comes the factor of education in - the tension is about to minimize with the Russian-German-Engli sh-speaking president Vladimir Putin. Therefore, the Cold War could only escalate, if President Bush made his move by, possibly, proposing to create some kind of monster-weapon that the world has never seen before(like the dumb neutron bomb of the 80's that kills people but leaves behind tonnes of contaminated technology not possible to exploit for thousand years after the blast). So, considering everything listed above the Cold War won't escalate because, in reality, Bush won't make the reciprocal move due to the overall democratic international policy of the United States' government, the pursuit of the same ideals of the Russian Federation's government and the high levels of civility and education of both former superpowers.

There is a very large chance of Cold War coming back. Firstly, we need to look at why communism came into power in the first place. In 1917 there was a Russian Revolution lead by the Bolsheviks. Many more events took place until in 1922 the Soviet Union was formed, a Communist state which existed up until 1991. This happened because the people were angry at the Tsar, (The King of Russia). The people supported communism until it became very much like Facism under Stalin and later leaders. The people revolted in many of the Soviet controlled countries of Czechoslovakia and Hungary along with Poland and Romania. Until in 1989 the Berlin wall collapsed, (knocked down). It was at this moment that the people knew they had defeated communism, it was not until 1991 that the Soviet Union officially collapsed but from 1989 to 1991 the government held hardly any power over the people.

Fast forward past Yeltsin and you get to Putin. Putin wanted to restore the glory of Russia and was a former KGB agent. Although he did not allow communism back into Russia his ways of doing things has been likened to Stalin. Some people believed Putin to be a Facist dictator and fears of another cold war were increased when Russia bombers where found flying near the UK. Fighters from Norway and Britain were scrambled to follow them.

Putin has been succeeded but many believe he is still in charge and Russia now has a puppet president. Dmitry Medvedev is the new face of Russia and we need to watch carefully. At this time when resources are becoming more sort after than ever any little confrontation between East and West could have large consequences. It is unlikely that one country or the other will survive the next cold war should it happen. Both the USA and Russia know that if they go to war it will cause WWIII and quite possibly nuclear conflict will occur. Of course, we cannot say if or when this could happen but both the East and West need to decide which route to take. We are now faced by another enemy, terrorism. It is a threat to both the USA and Russia and many other countries in between.

A new cold war could emerge with terrorists and other countries and it is possible that the USA and Russia will be on the same side. We are on the verge of another Cold War and we do need to act to bring every country together against our now common enemy, terrorism. Like WWII the USA and Russia should join forces and together we can wipe out terrorism and spread peace and freedom.
