Buffy the Vampire Slayer is undeniably the superior of the two. After all, the character Angel was created for Buffy the Vampire Slayer, and some of the characters and writers from angel also started off in Buffy. Personally, when I watched Angel, although I felt it was an interesting idea I thought that it did not stay true to his character, leaving Buffy in Sunnydale. I always felt that he was not the same without Buffy. On the other hand I felt that Buffy lost something when the character was written out.
I think that there are few genres where the spin-off is better than the original product, and it is my opinion that this is no different. The characters in Buffy were fresh and funny, and the story lines, initially at least, were much lighter and more suitable for its targeted teenage viewers, where Angel was much darker, right from the beginning.
Another advantage that Buffy had was that it was set in a fictional town where unusual characters seemed less out of place, and this allowed Whedon to have fun with the genre, even attempting a musical in one episode. A real testament to its success, however, is the springboard it created for some of the key actors, Gellar and Boreanaz, as well as its writer Whedon himself who went into the movie business creating Serenity, for example.

Buffy first aired in England when i was 12 so i suppose i spent my teenage years with the two shows. While i was watching them, i loved them both equally but looking back, i would now have to say Angel is the more superior. Obviously it wouldn't be what it is without the foundations Buffy laid but find the themes darker and more adult but the humour is also there, from all the characters. And of course there's also the love story between Angel and Cordy which is definitely as heart wrenching as Angel and Buffy's!
It has to be said though that both shows are genius. Who would have thought we could identify so much with characters who have supernatural powers?! Everyone can see parts of them in the characters or identify with the issues they face; who hasn't had their heartbroken albeit maybe not my a vampire who's over 200 years old?!
