I say definently YES! Cell phones should be left behind in the car, back at home or if you cant live without it, and you feel you have to carry your cell phone with you at all times, then by all means bring it with you, but shut it off please!
There is nothing more irritating and annoying than someone's cell phone ringing or dinging with the most annoying jingle you ever heard, or the most annoying song you have ever heard,and sometimes it's one of those new gangster rap songs that's talking about their baby's moma getting beat, killing someone , selling drugs and other thing's I will not mention.
Who wants to hear terrible annoying things like that when there trying to sit down to a nice meal alone in peace or with the family or friends, I for one, and I am sure not the only one that doesn't want that to happen, it's happened to me several times in the restaurant.
First you hear the annoying sound that even you yourself have came to leave behind ,next you hear them saying "hello?" and did you ever notice how loud they will talk? what wrong with the other person that called them, Are they deaf? why do people alway's yell when their talking on their cell phones? They talk like their the only ones in the room! No courtesy to go outside and talk or quietly ask the caller to call them back later, just plain rude is what it is, and all of this is happening while your trying to enjoy your time away from home and enjoy your meal.
Some establishments have even went so far as to ban cell phones or have a sign posted on the wall or the door as you come in that asks if you brought your cell phone with you to please turn it off while your there, and guess what? I've still seen people's cell phones ring, them answer and talk on them as usual without any consideration to the sign or the people around them.
So in this question and debate of should cell phones be banned in restaurants? My vote and opinion on this subject is definently YES! By all means! Cell phones are nice to have, especially in the case of an emergency but theres a time and a place to have them and use them, and in my opinion a restraurant where you go to relax and eat and visit with friends to get a way from the hustle and bustle of the outside world,is just not the place to bring them.
cell phones are a great way to communicate when you are not home, but there are places and times for them to be used and there are some people that own them that need to learn the right and proper ways to do so.

The question of whether or not cell phones should be banned in restaurants seems like a misnomer in my mind. When I first ponder this question I immediately wonder who is doing the banning of cell phones in restaurants? While it is true that cell phone conversations can be disruptive or annoying to your meal, it is actually the choice of the restaurant owner as to whether or not they would like to allow cell phone conversations in their establishment. When I think of the word "ban" I immediately envision legislation that forbids the use of cell phones in public restaurants, and that is obviously not the correct way to accomplish a no cell phone zone while you are dining.
As a patron of a restaurant you have the right to complain to the owner or manager if you are not satisfied with your dining experience. Likewise they are able to take any actions they deem necessary in order to rectify that situation, or they may decide that your complaint is not merited and decide to take no action. As the proprietor of the restaurant that is their right. As a consumer you may chose to never eat at that establishment in the future and that is a choice you must make, and the consequence of the decision of the owner.
Obviously legislators have no business regulating something such as cell phone usage inside of a privately owned establishment. This is compounded by the fact that cell phone usage is not known to be harmful to those around the talker, and therefore is not a concern of the government to promote the common welfare. Thus an issue of banning cell phones is not an issue at all.
The absurdities of banning cell phone usage in restaurants is comparable to banning people talking to each other during their meal, or banning a group of individuals from laughing while dining and enjoying the company of their friends. Restaurants thrive on the fact that people are enjoying themselves and having a wonderful time. Happy customers spend more money and more time in your restaurant and are likely to be repeat customers. Banning cell phone usage in a restaurant because you do not want to hear another's conversation is one step from banning all conversation in restaurants, which would cause many more people to eat in the comfort of their own homes and cripple the food service industry.
So remember, while phone conversations may be a nuisance to you an an individual you do not have the right to take that away from others. The only person with the ability to set out a rule as to whether or not cell phones will be allowed in a restaurant is the owner and only the owner.
